EDUCATION OVERSIGHT BOARD MEETING MINUTES
January 17, 2001 8:00 A.M.

BOARD MEMBERS PRESENT: Pete Churchwell, John Rex, Ed Long, Rep. Larry Roberts
BOARD MEMBERS ABSENT: Grant Hall, Kenneth Bridges, Karen Yarbrough, Ron Dryden, Sen. Penny Williams
OTHER REGULAR ATTENDEES: Secretary of Education Dr. Floyd Coppedge
Office of Accountability Staff: Robert Buswell, Matt Hesser, Jerry Hsieh, Janet Johnson
VISITORS: Ernie Diamond (Sec. of Ed. Staff), Bill Duncan (GIT, Inc.)
Call to Order: Mr. Churchwell called the meeting to order.
Roll Call: Mr. Churchwell noted there were only three voting members of the board present, which did not qualify a quorum. He announced that the members present would proceed with an informational session and there would be no action taken or official business conducted by the board.
Report of FY 2000 Year-to-Date Expenditures: Report distributed to board members.
Progress Report on Profiles 2000 Project: Data Requests - Mr. Buswell reported that information, for the most part, is continuing to be received as scheduled. He noted if the present schedule continues, estimated publishing date for the Profiles reports and School Report Cards would be April.

Principals Survey – All returned surveys have been processed and the Office of Accountability staff is satisfied with the response rate.

Revision of the Community Grouping Model - Mr. Hesser explained that the Office of Accountability recently modified the method in which districts are categorized into peer groups. Each district will continue to be assigned a letter/number combination. District student population will continue to be a factor, but “percentage of students eligible for free/reduced lunch” will replace the census data previously used to classify the socioeconomic condition of the district.

Modifications to the State Report - Mr. Hesser distributed copies of the Profiles 1999 State Report and asked board members to review and provide the Office of Accountability any suggestions for improvement in the 2000 publication.
Report on OBEC Activities: Dr. Coppedge, Mr. Buswell, and Mr. Rex attended the recent meetings in Tulsa.
